Keep in mind that the following places are just suggestions and 'not by the book' If you feel like exploring and find somewhere useful, feel free to add. Note that stats are a very important factor in survival (the 4 physical stats) and that a large INT will allow for gaining raises very quickly (at least off mobs).
These places are just some suggestions for places to kill some mobiles while there's nobody online to roleplay with. The fastest way to increase forms is via roleplay and sparring with someone. By an order of magnitude, literally.
Form levels 0 to 1
Killing the insects and various animals found inside the city of Cairhien would be a good start. Rats are highly suggested as there is a quest where you can earn cash if you loot the tails and return them to Dedocram. Once you figure out how to worldtravel (see the help file or just ask someone), the best place of all is the Braem Woods, it is specially designed for people around this level.
Form levels 1 to 2
Once again though, the best place is probably either the Braem Woods, or the town of New Braem. So head off to Andor for the areas that are designed with lower form level people in mind. If you want to stay closer to Cairhien, there are a few stablehands and such in the city, and the Bandit Camp (3 east via worldtravel from Cairhien) has an exterior area with animals.
Far Madding's guards are another viable option. It'll also give you a chance at getting some armor and possibly a better weapon.
Form levels 2 to 3
From this point onward, if exp isn't your greatest desire, you can move on to ogiers and build up forms there. They have vast amounts of life, and use level 0 forms, allowing for extended periods of training (so long as you are using a training weapon of some sort). You can also continue at Far Madding, and the Bandit Camp's exterior area. Caihien citizens should no longer be a challenge, and will provide ample exp. You also have the opportunity to go to the northern ends of the Waste to collect pelts for Tanner Joe. Make sure you know which skins it is he's looking for before you make your trip, as he provides very good money for each hide. Another area that shouldn't be neglected is Maerone. There are a good number of animals, rogues, and other lower level mobiles that wander this area if you keep your eyes peeled. Just try not to get swarmed by the mounted city guard.
Form levels 3 to 4
Congratulations on making it this far. At this point, your openings become much wider. Ogiers, of course, are still a great place to form raise, but you also can start venturing farther into the Bandit Camp. To find the actual bandits, you have to make your way through the maze accessible from the southwest corner of the exterior area. Maerone will have a few more options for you, but be sure to use the 'Consider' command (no quotes) on any new mobs there, as some might still be able to prove a challenge.
Form levels 4 to 5
The Bandit Camp will likely be one of the main sources for you at this point as all the mobiles in the actual camp area are levels 3-5. At this point you can also start testing your might in the blight. General blight areas aren't going to be too tough at this stage if you can manage to avoid the tentacles and the Jumara. You get minor bragging rights for being able to walk through these areas and survive, just make sure to stay out of the Bleakness and Malkier unless you want to get pummled when you aren't looking.
Form levels 5 to 6
You can start slaying Whitecloaks in Amador for decent exp and form raises, but don't get carried away. There are a large number of Whitecloaks and they never like to fight fair, and before long you'll find yourself swarmed by up to 100 of them. The city watch in Amador is a little more reasonable, though sometimes they can still get out of hand. Four Kings guards and Whitebridge guards are also an option now, but watch yourself. Some are quite strong, and they tend to group up as well. If you still find yourself short on cash, never back down from the Tanner Joe quest, that will be an excellent source of income for awhile. Despite your newfound fame, don't give up on the Bandit Camp. A smart person with a good lathe (or other practice weapon) can do some remarkable things there. At this point a few very careful trips can be made into Malkier and you'll be able to kill most things there.
Form levels 6 and 7
At this point, almost anywhere and anything is an option. Just be sure to not get swarmed, and you shouldn't find yourself suffering any problems. Congratulations on getting here, and much luck for the rest of your future. Avoid anything with 'general' or 'commander' in their names, as well as the Damodred Elite guards, and you'll be well on your way. The best options are almost certainly Amador and Malkier at this point though given the numbers you'll be able to pull down.
